 Overview of position
The objective of this project is to respond to the needs of households that are in a substandard state and in dire need for upgrades and repairs by rehabilitating substandard houses in the Gaza strip. The response to substandard needs aims to:
- Support vulnerable families with shelter related issues;
- Improve protection from extreme weather conditions e.g. cold, extreme heat, gusty winds, and wet weather;
- Improve hygiene and access to water and sanitation facilities;
- Contribute in solving the problem of overcrowded houses by creating new spaces through rearrangement to ensure privacy and dignity.

Role objectives
Under the direct supervision of the Project Manager and the Senior Engineer, the Site Engineer will be mainly responsible for field surveys, field assessment and monitor progress of upgrade/repairs of assigned substandard housing units against scope, cost, time and quality.
The Site Engineer will be involved in each stage of the rehabilitation process and will authorize each respective stage payment upon achievement of the stage requirements in accordance with the required progress and standards.

Report Directly to PM/Senior Site Engineer

Further information
The main responsibilities of the Site Engineer are to:
- Plan and coordinate work activities with the Senior Engineer;
- Measuring construction work required to implement the upgrade/repairs of substandard housing units to produce accurate quantified specifications of works (BOQ) during the field survey process;
- Ensure proper archiving, saving, and uploading of the collected data;
- Ensure the quality maintenance of the equipment used in the field assessment as per established procedures;
- Supervise the rehabilitation process and progress for the assigned substandard housing units by conducting site visits and provide reports on the implementation of upgrade/repairs activities;
- Uploading field surveys/visits of the substandard housing units on the online monitoring system;
- Responsible for the quality of the conducted works for the assigned substandard housing units;
- Ensure that all quantities/materials used and works performed are in accordance with the quantities/specifications indicated in the contract document;
- Produce the health and safety plan and oversee health and safety matters of workers on the site of upgrade/repairs.
- Monitor and ensure that beneficiaries adhere to the set time schedule and budget;
- Report all errors, omissions, discrepancies and deficiencies to the Project Manager and Senior Engineer;
- Verify the information and accuracy of the data before processing it into project database and online system;
- Follow-up each beneficiary rehabilitation schedule and reporting according to milestones;
- Collect, record and organize all documents and other relevant information handed over by the beneficiaries and stakeholders;
- Protects operations by keeping beneficiaries information confidential;
- Prepare periodic various narratives, technical and financial reports as determined by the Project Manager or Senior Engineer;
- Prepare and revise contracts, handover agreements and other documents related to the beneficiaries;
- Assist the Project Manager and Senior Engineer during the commencement and completion activities of the shelter upgrade/repair;
- Perform other duties as may be assigned by the Project Manager or Senior Engineer.

Work experience:
- Minimum of 10 years of civil engineering experience including projects supervision.
- Previous experience in quantity surveying and construction projects.
- Previous experience in rehabilitation projects is highly preferred.
- Experience in UN or NGO’s is desirable.
