BACKGROUND INFORMATION - JOB-SPECIFIC
To ameliorate the delivery of humanitarian and development assistance and advance the protection of civilians, an Access Coordination Unit (ACU) was created to develop a centralized pro-active and sustainable access solution for the movement of humanitarian and development personnel and goods. The ACU is a project managed by UNOPS in support of the UN Resident and Humanitarian Coordinator (UN RC/HC). The ACU aims to provide operational support to UN, Diplomatic Missions, and NGO staff and goods facing access difficulties. In support of its partner organizations, UNOPS is looking to recruit a Deputy Access Coordinator to be part of ACU project.

Under the guidance and supervision of the Access Coordination Unit, the Deputy Access Coordinator will monitor and analyze access trends in the oPt, with a particular emphasis on the movement of humanitarian staff and goods and the overall humanitarian impact of lack of access on all beneficiaries in the oPt.

FUNCTIONAL RESPONSIBILITIES

- Knowledge building and knowledge sharing

1. Coordination and liaison
- Supports the engagement with relevant actors on humanitarian access issues, space and principles, including advocacy and negotiations with all relevant actors, provides conduit for liaison and information-sharing with armed forces on ongoing humanitarian issues/assistance,including on humanitarian coordination mechanisms.
- Establishes and maintains contacts with government and military officials, de-facto authorities, other UN agencies, non-governmental organizations, diplomatic missions, etc.
- Organizes and participates in working groups, meetings, conferences, consultations with other agencies and partners on humanitarian access and emergency relief-related matters.
- Leads civil-military coordination and liaison with Israeli Coordination and Liaison Administration (CLA) for Gaza. Conducts direct liaison on access issues during contingencies with all relevant stakeholders.
- Leads ACU deconfliction activities including establishment of systems, developing SOPs, supporting development of IT tools, and liaising with relevant stakeholders.
- Gives briefings to donors and partners on access issues.
- Provides access negotiation support and advice to humanitarian agencies and colleagues, including through the 24/7 access hotline.

2. Analysis and reporting
- Ensures appropriate monitoring and reporting mechanisms; responsibility for trend analysis; provides information and advice on a range of related issues.
- Proposes relevant topics, undertakes research, prepares or contributes to the preparation of various written reports, documents and communications, e.g. drafts sections of studies, background papers, policy guidelines, briefings, SOPs, case studies, presentations, correspondence, etc. Leads access strategy development.
- Identifies and highlights new and ongoing access constraints and recommends action for the Access Coordinator and DSC/HC/RC.
- Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc.
- Monitors, analyzes and reports on humanitarian access constraints, trends and initiatives, or emergency situations in assigned areas.
- Reviews and provides advice on humanitarian access, safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance; organizes and supports follow up work, including interagency technical review meetings to support access work and decision-making on important issues.
- Leads access advocacy monitoring.
- Supports donor monitoring and reporting activities.

3. Personnel and resource management
- Assists the Access Coordinator in his/her role of managing the ACU with focus on daily operational and staff management, resource mobilization and project implementation, and acting as ACU OIC when required.
- Upon request by the Access Coordinator, represents the ACU, including at fora where access issues are discussed, among them the UN Security Management Team (SMT), UN Country Team (UNCT) and Humanitarian Country Team (HCT).
- Any other duties as required by the Access Coordinator.

4. Knowledge building and knowledge sharing
- Organize, facilitate and/or deliver training and learning initiatives for ACU and partner personnel.
- Oversee team’s contributions to access knowledge networks and communities of practice including collaborative synthesis of lessons learnt and dissemination of best practices.
- Guide team’s collection of feedback, ideas, and internal knowledge about processes and best practices and utilize productively.

Impact of Result:
The Deputy Access Coordinator will ease access contraints on humanitarian and developmnt operations in the occupied Palestinian territory (oPt), and support the delivery of humanitarian and
development assistance and advance the protection of civilians. The Deputy Access Coordinator will monitor and analyze access trends in the oPt, with a particular emphasis on the movement of humanitarian staff and goods and the overall humanitarian impact of lack of access on all beneficiaries in the oPt.

EDUCATION/EXPERIENCE/LANGUAGE REQUIREMENTS
Education:

- Advanced university degree in Political Science, International Relations, Human Rights Law, Middle Eastern studies or any related field.
- A first-level university degree in combination with an additional 2 years of relevant experience in Political Science, International Relations, Human Rights Law, Middle Eastern studies or other relevant discipline, may be accepted in lieu of the advanced university degree.

Experience:
- A minimum of 5 years of progressively responsible experience in working in a complex security environment, preferably with relevant authorities such as Defense, Police, Ministry of Interior, diplomatic missions, UN and INGO and other local authorities;
- Experience in humanitarian access and negotiation is required.
- Experience in research, analysis and report writing is required.
- Experience in civil military coordination is a distinctive advantage.
- Background and work experience on issues related to Israeli-Palestinian conflict is desirable.
- Experience in working with international organizations is desirable.
- Working with databases and IT based systems for monitoring information and producing reports.
- Proven IT competence (Office ICT Equipment, Microsoft Office and Google Suite).

Language Requirement:
Excellent English language skills, both written and oral; Hebrew and Arabic skills and knowledge is an asset.
