Job description

Overview of position
In order to provide a storing facility for the Qatari fuel within in the Gaza Power Plant premises, our client has been awarded the design, fabrication and construction of a Fuel Tank, which will support the existing facilities

Role objectives
Our client has an opening for a Site Supervision Project Engineer to provide technical assistance to Office in Gaza Strip. The Project Engineer shall work on site and under the direct supervision of the Project Manager / Technical Focal Point (PM/TFP). The Project Engineer will give his/her technical expertise as required to the accurate implementation, testing and handing over of the project. The Site Supervision Project Engineer will deal with all aspects of construction, including supervising the construction works on site as the technical expert. The role of the Site Supervision Project Engineer will include, but not limited to: advising on the operation of the project’s activities of the construction of the fuel storage tank, and regulatory compliance and operations, supporting construction phases that require engineering knowledge and experience, advising on client processes during implementation and coordinating with stakeholders and performs other duties as required. His/her assistance will cover project, operational, integrity, Health and Safety and execution activities related to this project, from start till completion.
the client is looking for an experienced site engineer with a comprehensive knowledge in civil, mechanical, electrical, and/or environmental engineering, to oversee the construction of this project and ensure its completion in accordance with client regulations and processes as well as the project’s documents and required specifications.

Project reporting
Review/comment on engineering deliverable submitted by the contractor during implementation, including datasheets, shop drawings, specifications, plans, procedures and drawings, and others as required on site,
• Advice on the implementation appropriate procedures to follow on site during the construction activities of the project,
• Review the shop drawings, specifications of material delivered to site and all on site procedural work to ensure appropriate installation of mechanical/electrical / structural components of the Fuel Tank including foundation, in addition to all equipment and tools needed as per the approved designs,
• Review all related plans submitted by the contractor that include but not limited to: sediment control plans, implement environmental site design, …etc,
• Observe and ensure construction practices as required for compliance of construction operations/execution with local codes, industry standards, organizational procedures, and contractual requirements,
• Complete requests for information (RFI), submittal review and materials selection activities for the construction project, and any other forms needed to fulfil all on site supervision activities, Prepare technical guidelines / work instructions as required by the PM/TFP,
• Supervise on site related activities, including the construction, pre-commissioning, commissioning and operations groups for constructability, installation of mechanical / civil and structural and all the related works and performance testing and handing over of the Fuel Tank,
• Record information such as personnel, production or operational data on specified forms or reports,
• Support the PM/TFP with the review/comment or as required prepare commissioning method of statement and performance testing procedures.

Certification:
• Licensed Professional Engineer (PE) or eligible to receive PE within 1 year,
• STI SP-001 Aboveground Tank System Inspector Certification,
• 40-hour HAZWOPER is required.

Technical knowledge:
• Good knowledge of policies, procedures and best practices in the discipline area. Ability to identify built incompatibilities,
• Good knowledge of API Tank design (API 650, 620), thorough knowledge on Tank
Inspection, Repair, Alteration & reconstruction (API 653), Fitness for Service (API579) etc.,
• Acquaintance with various International / National Codes & Standards like ASME, API, TEMA, ANSI, BS, ISO etc.,
• Understanding of AST fuel / petroleum storage tank components and systems (i.e., Healy, Bravo, Veeder Root, etc.), closure and installation requirements, etc.,
• Working knowledge of Fire Code, NFPA, APSA, STI as it applies to fuel tanks,
• Familiarity with Hazardous Materials Business Plans (HMBP),
• Coordination of testing (i.e., SB989) of tank systems with project stakeholders.

Team management
• He/she will not be asked to manage any team member
• Although no direct formal management is foreseen, good managerial and coordination skills are necessary for the fulfillment of daily work with the contractor.
Further information
The main responsibilities of the Engineer are to:
Policies:

• Responsible for the technical on-site supervision on the implementation of project in accordance to the clients practices and procedures, contract’s documents and specifications,
• Adhere to project’s technical specifications, design drawings, technical codes and standards.

Documentation and Reporting:
• Review/comment on engineering deliverable submitted by the contractor during implementation, including datasheets, shop drawings, specifications, plans, procedures and drawings, and others as required on site,

Health and Safety:
• Inspect the contractor and any assigned subcontractor's work for safety, environmental, technical and quality compliance, according to client regulations and standards,
• Ensure the incorporation of health, safety, social and environmental factors in the execution of this project,
• Adhere to and support Health, Safety & Environmental and Sustainability Policies. Also, transfer the Health and Safety knowledge and requirements clearly to the contractor and all his personnel and staff on site,
• Conduct surveillance inspection of discipline installation, particularly with respect to equipment certified for use in potentially hazardous areas, and report directly to the PM/TFP.

Technical support / issues:
• Provide technical support to the contractor personnel and staff on site and support any related technical issues, with prior coordination/approval from the PM/TFP,
• Report without delays any non-compliance detected during work at site, update site register/log, apprise the PM/TFP of any concern.

Work progress:
• Review the status of the project schedules and progress performance with the contractor on a regular basis, and keep the PM/TFP updated,
• With prior approval from the PM/TFP, coordinate with the contractor regarding planned activities and construction modification/rectification. Participate in resolution of technical queries raised by the contractor regarding engineering design conflicts and installation problems, once permitted by the PM/TFP,
• Superintend the Fuel Tank construction activities to ensure compliance with construction schedules, drawings, specifications and procedures,
• Assist the PM/TFP with the management of the project, particularly with other stakeholders,
• Advise the PM/TFP in case staffing levels are not appropriate to achieve the construction schedule commitments or when personnel are not assigned with appropriate ability,
• Monitor supplies and materials are received, used and charged appropriately,
• Assist the PM/TFP with the elaboration of project material quantities schedules: identification, monitoring and forecasting,
• Review all schedules, progress reports, and key quantity tracking reports regarding the project,
• Ensure the quality of the engineering execution and deliverable associated with the project. Advise the PM/TFP in case of predicaments,
• Support the development of scopes for field and office tasks (technical and non-technical) and provide the PM/TFP with independent analysis,
• Identify and report any deviations in job scope, estimate magnitude of changes, assist with the evaluation of any change orders,
• Assist the PM/TFP in the identification of the engineering and technical deliverable for this project on an effective and timely manner. Detect the priorities, and reveal the critical time deadlines,
• Analyse situations, identify and forecast pertinent problems, and evaluate realistic options; and recommend/implement appropriate courses of action once instructed by the PM/TFP,
• Maintain compliance with all applicable policies, procedures, and global standards.

Various:
• Assist the PM/TFP in making strategic and tactical technical decisions for the project,
• Meets expectations on attendance and punctuality on site,
• Other duties as assigned by the PM/TFP during the construction activities.

Final Product
• Deliver delegated tasks by the PM/TFP on time and as per the required quality requirements,
• Ensure project quality is high observing international, local and UN standards applicable and relevant health and safety procedures are adhered to.
