Governance Global Practice – MENA (EMNGU) seeks to recruit a Financial Management Specialist (FMS), local hire, to contribute to, support and supervise financial management aspects of our program in the West Bank and Gaza!

The FMS is expected to assume the following duties and responsibilities:
- Assess the adequacy of the grantee’s project financial management arrangements and institutional systems and their ability to manage and monitor World Bank financed projects and programs. This includes budgeting, treasury/funds flow, internal controls, accounting, financial reporting and auditing as well as policies and procedures in place.
- Provide implementation support and carry out supervision work to ensure that projects financial management systems are functioning appropriately, including the review of periodic interim financial reports. Explore the use of technology for effective fiduciary supervision.
- Provide guidance and advice to grantees and bank staff on capacity building, primarily in World Bank funded projects, and with public sector financial institutions, as well as private auditors.
- Convey and advise borrower's and others on the Bank's financial management requirements, including monitoring and reporting criteria.
- Assess the selection and engagement of auditors, ensuring their suitability including their independence, and competence to perform. In addition, ensure that the borrower provides auditors with all the relevant information (including TORs and the Bank's own requirements) necessary to carry out their engagement.
- Provide technical guidance for the development of technical assistance programs and evaluate and monitor their implementation.
- Assess periodic project financial management reports for financial performance, linkage to physical and other monitorable indicators, and general compliance with financial covenants;
- Provide advice and support to task teams and the borrower on all matters affecting financial accountability. This includes the work of consultants and other contractors providing advice and technical assistance, regarding Bank financial management and disbursement matters.
- Provide relevant information on country specific issues to country units, sector staff and task teams on generic country specific financial management and disbursement issues.
- Participate in country-level portfolio activities such as Country Portfolio Performance Reviews, risk-review meetings, deep dive preparation, implementation and monitoring and other implementation meetings and events.
- Advise Bank staff and the Grantee on the Bank's grant administration procedures including the grant products available, and the operation of the Special Account.
- Undertake other financial management activities, as appropriate.

Selection Criteria
- The candidate must be a qualified professional accountant (CPA, CA or equivalent membership of an internationally recognized professional accounting institute) with a Master’s degree in accounting, business, finance, economics or related subject and at least 5 (five) years of post-professional-qualification (after qualifying as a professional accountant) experience in auditing or financial management.
- Proficiency in both written and spoken English and Arabic is required.
- Knowledge of International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA).
- Knowledge of International Public Sector Accounting Standards (IPSAS) and the International Standards of Supreme Audit Institutions (ISSAI) would be an added advantage.
- Familiarity with public financial management and accountability in the public sector.
- Experience in assessing/strengthening:
  - Financial management systems (including budgeting, accounting, cash management, internal audit, financial reporting systems)
  - Internal control systems.
  - Auditor competence and independence.
  - Financial statements.
  - Audit reports/management letters.
  - Budget systems (budget preparation and execution systems in public sector).
  - Computerized financial management information systems.
- Strong analytical capabilities and planning, organization, and time management skills.
- Capacity to function effectively as a member of a multi-disciplinary and multi-cultural team, ability to search for common ground to problem solve.
