JOB || WHO Prehospital Technical Officer - Gaza

Prehospital Technical Officer works under the direct supervision and the general guidance of the relevant Programme or Technical Officer or in small Country Offices under the WHO Representative directly. The incumbent is expected to operate with a high degree of independence and initiative, providing on-going advice on improvements to systems and processes. The role of the supervisor is to integrate the incumbent’s work into the broader programme. Overall supervision received is focused on the broad outcomes of the work and on facilitation of any issues arising from the incumbent’s work.

Description of Responsibilities:
FUNCTION 1 (INCL. EXPECTED RESULTS)
Output 1: Deliver technical support to the providers of the Prehospital Services in Gaza Strip and support a Continuous Education culture
• Deliverable 1.1: Establish direct paths of communication between WHO, PRCS and MoH, based upon trust and mutual understanding.
• Deliverable 1.2: Assess the training needs from the MoH Ambulance Crew members, after effective coordination with PRCS and MoH.
• Deliverable 1.3: Provide support for the facilitation of the day-to-day actions, for the Prehospital training, by addressing possible issues, as well as realistic solutions.
• Deliverable 1.4: Provide support for the facilitation of the day-to-day actions, for the Prehospital training, by addressing possible issues, as well as realistic solutions.

FUNCTION 2 (INCL. EXPECTED RESULTS)
Output 2: Deliver technical support to WHO, for the successful creation of a Centralized Ambulance Dispatch Center, in Gaza
• Deliverable 2.1: Establish direct paths of communication among WHO, PRCS and MoH Focal Points for the Gaza Centralized Ambulance Dispatch Center.
• Deliverable 2.2: Assist in the coordination among WHO, PRCS and MoH for the procurement of the necessary equipment, detect issues to come up and provide realistic solutions.
• Deliverable 2.3: Establish a path of communication for the PRCS, to facilitate the feedback of PRCS on the establishment of a Centralized Gaza Ambulance Dispatch Center.

FUNCTION 2 (INCL. EXPECTED RESULTS)
Output 3: Deliver technical support to the TSP personnel
• Deliverable 3.1: Taking advantage of the existing communication paths between MoH TSP Focal Person, and WHO, the Prehospital Technical Officer will assess and evaluate the current TSP needs, and prioritize the replenishment of D&D.
• Deliverable 3.2: Organize and support the training of the TSP personnel on the proper use of the WHO provided electronic material.
• Deliverable 3.3: Support TSP personnel to organize a monthly TSP Workshop, in different Gaza Strip Governorates per month, and identify strengths, weaknesses, challenges and address them in a productive, solution-giving way.

WORK RELATIONS AND PARTNERSHIPS
Prehospital Technical Officer liaises with internal organizational entities involved in the management of technical programmes and projects as well as with external partners to collect and compile information and data. The incumbent actively seeks to correct discrepancies and false entries and follows up on action taken, thereby being involved in limited discussions with internal as well as at times external partners. Furthermore, the Data Management Assistant is encouraged to make recommendations for improvement of processes and procedures.
Additionally, the incumbent is expected to actively assist in the connection of WHO with PRCS and MoH, in an effort to optimise the relationship and to improve the outcome of partnership activities. This connection involves limited discussions but should mainly be based on answering queries, providing basic input, pointing out data discrepancies or any other liaison activities of less responsibility.

The functions have a direct impact on the efficient coordination of programme planning, preparation of project implementation and the monitoring of the projects’ implementation progress. Furthermore, the functions contribute to the smooth dissemination of information on programme activities.

Qualifications:
EDUCATIONAL BACKGROUND
Essential

• A first level degree of Paramedic (advanced level) or Prehospital nurse, or medical doctor, or any related field, from an accredited institution.
Desirable
• Ambulance Dispatch Center experience.
• Formal training in the provision of prehospital First Aid 

Experience required:
Essential

• A minimum of 1 year of relevant experience as an ambulance crew member, or a minimum of one year of clinical experience as medical doctor.
Desirable:
• Experience of working in the oPt or other humanitarian settings
• Experience of logistics in humanitarian settings

LANGUAGE SKILLS
- Arabic native speaker, with good knowledge of English, written and spoken.
